TL;DR

変更点
- CI: プラグインの事前リリースに非ブロッキング型のプラグインインスペクターアドバイザリアーティファクトを追加し、リリース実行時にバンドルされたプラグインの互換性トリアージをキャプチャできるようにしましたが、ブロッキングゲート自体は変更していません。
- ランタイム/Fly: Fly Machines をランタイム環境変数からコンテナ環境として検出するようにしました。これにより、ゲートウェイバインドと Bonjour のデフォルト設定がリモートのコンテナ起動と一致するようになります。（#80209）@liorb-mountapps 氏に感謝します。
