Cursor is the latest AI company to target India with localized pricing, announcing on Tuesday a dedicated plan that sits well below its existing Pro subscription.
It follows shortly after news emerged that Anthropic was rolling out rupee pricing for Claude in India. However, once converted back to dollars, Anthropic’s India pricing actually works out more expensive than the US equivalent.
The moves, just two weeks apart, represent part of a growing push by the big AI firms to position themselves favorably in one of the largest and fastest-growing developer markets in the world. In a blog post announcing the launch, Cursor notes that its user base in India has grown threefold in the past year to more than 3 million developers, making it its third largest market.

It’s a similar story for Anthropic, which has previously revealed that India is its second-biggest market after the US in terms of Claude.ai usage.
A model example
Cursor Start, as the new plan is called, is priced at ₹649 (about $7) a month, well under Cursor’s standard $20-a-month Pro plan, and is billed in rupees. The plan bundles Cursor’s own Composer model with SpaceXAI’s Grok 4.5, along with cloud agents, the Cursor iOS app, and MCP support — but it doesn’t include frontier models from OpenAI or Anthropic, nor Pro-only features like Bugbot, Auto Mode, Automations, or the Cursor SDK.
This highlights one of the key reasons why Cursor has been investing in models of its own. Composer keeps Cursor from depending on costly third-party frontier models it doesn’t control the price or availability of, and is cheaper to run than licensing OpenAI’s or Anthropic’s models at scale — exactly what makes a plan priced as low as Cursor Start commercially viable.
Digging down into the nuts and bolts of Cursor’s new plan reveals one important detail: it supports UPI, the Unified Payments Interface that underpins the vast majority of digital transactions in India, letting users pay directly from a bank account rather than relying on a credit card or app-store billing. And this could prove to be a vital component of Cursor’s localization efforts.
This also highlights key differences between Cursor’s approach and Anthropic’s efforts to localize for the same market.

Acts of Claude
On the pricing front, Anthropic’s main move so far has involved offering pricing in rupees, rather than USD. As per TechCrunch’s reporting from July 13, Claude Pro now lists at ₹2,000 a month (about $21) when billed annually, Claude Max starts at ₹11,999 (around $125), and Team plans begin at ₹2,399 per seat — all higher, in dollar terms, than their US equivalents. And crucially, Anthropic has yet to add support for UPI, leaving users to pay by card or through Apple’s and Google’s app store billing.
A slight caveat to all this though: Anthropic hasn’t formally announced the change, and the rollout appears to be reaching users gradually, so the pricing — and perhaps even lack of UPI support — could still be subject to change ahead of an official launch.
It’s worth noting that OpenAI, in fact, got to India first. The company launched ChatGPT Go there in August 2025 at a fraction of its global price, with UPI support from day one, before expanding the plan to more than 170 other countries.
In India, Go now costs ₹399 a month (about $4.15) — comfortably below Cursor Start, and a fraction of what Anthropic or OpenAI’s own Plus and Pro plans cost.

Between the three moves, a clear split emerges: Cursor and OpenAI both treated India as a market that needed its own plan, at its own price, with its own payment method. Anthropic, according to reports so far, has mostly just did the conversion.

However, price alone doesn’t settle who’s offering the better deal. OpenAI’s Go plan is the cheapest of the three, but it’s built for general conversation — longer chats, more messages, image generation — rather than for people writing code. Cursor Start costs marginally more, but it’s aimed at a specific kind of user: a builder who wants an IDE, agents, and coding-focused models, without paying for bells and whistles they’ll never touch.
For that audience, ₹649 arguably buys more relevant value than ₹399 does, a distinction that really starts to justify Cursor’s push to own more of its stack.
