約 300 紙のフランス語新聞を代表する連合は火曜日、Google の新機能である AI 生成検索結果サマリー(要約)に対し、競争当局へ苦情を提出したと発表した。
これは、広告収入が減少している最中に、米国の巨大テック企業が自社の記事やコンテンツを利用する方法に対してメディア各社が行った最新の一歩だ。
Google は 7 月末にフランスで「AI オーバービュー(AI Overviews)」の提供を開始した。この AI が生成したスナップショットは、従来の検索結果リンクの上に表示され、多様な情報源から収集された情報をまとめたものとなっている。
メディア各社は、ユーザーがすでに米国の巨大企業の AI から回答を得てしまうことで、自社のリンクをクリックする意欲が減退することを懸念している。そうなれば、本来得られるはずのトラフィックと、それに伴う広告収入が失われることになるからだ。
しかし、一般情報新聞社連合(APIG)は、フランスの競争当局に対し、2022年にフランスのメディア各社と締結した補償協定に基づき「Google が果たすべきコミットメントが守られているか」を確認するよう要請しました。その理由は、「事前の承認も対価の支払いもないまま一方的にニュース記事を利用する新しい取り組みは、そうしたコミットメントに反している」という点にあります。
フランスの放送・デジタル規制当局であるArcomは、「AI 生成による要約が原因で失われたトラフィックは33%から38%に達すると推定されている」とAPIGは指摘しています。
「情報には大きな価値がある」と、APIG会長であり『ル・フィガロ』の最高経営責任者(CEO)であるマルク・フェイユ氏は声明で述べています。

競争当局はすでに 2024 年、この合意の特定の条項違反を理由に Google に 2.5 ユーロ(約 2.9 億ドル)の制裁金を科していました。
メディア収益の急落
過去 20 年間、多くのメディアグループが広告収入のオンライン移行により収益を縮小してきました。この領域ではテック企業が利益の大部分を握っています。
批判派は、AI による要約機能が事態を悪化させると指摘しています。ウェブ上のニュース記事へのアクセス数が減少し、多くのユーザーが情報の元となるオリジナルサイトへ遷移しなくなっているからです。
一方 Google は、これらのツールによりユーザーがより複雑な質問を行い、新しいコンテンツを発見できるようになると主張しています。また、出版元が自社のコンテンツの扱い方をコントロールできる手段も提供していると強調しています。
EU は 2025 年 12 月、メディアや他の出版元がオンラインで投稿したコンテンツを対価なしに AI サービスの訓練や提供に使用しているかどうかを確認するため、Google の競争法違反調査を開始すると発表しました。

A federation representing nearly 300 French newspapers announced on Tuesday that it has filed a complaint with the Competition Authority over Google's new AI-generated search result summaries.
This is the latest move by media companies against the way the US tech giant uses their articles and other content, at a time when they are facing a fall in advertising revenue.
Google rolled out its "AI Overviews" in France at the end of July. These AI-generated snapshots appear above the usual links to search results and compile information drawn from a wide range of sources.
Media organisations fear this feature will discourage users from clicking on their links, having already obtained an answer to their question from the American giant's AI. That would deprive them of their usual traffic and the advertising income that goes with it.
However, the APIG (General Information Press Alliance) wants (source in French) the French competition regulator to ensure "respect by Google of the commitments made in 2022" under a compensation agreement reached with French media groups, because "the unilateral rollout of new uses of press content, without prior authorisation or dedicated payment, flies in the face of those commitments".
France's audiovisual and digital regulator, Arcom, has "estimated the loss of traffic attributable to AI-generated summaries at between 33% and 38%", the APIG points out.
"Information has considerable value," said Marc Feuillée, president of APIG and chief executive of *Le Figaro*, in a statement.
"Publishers are not asking for innovation to stop. They are asking for this value to be shared and for the use of their work to be paid for, as the law requires," the association said in its statement.
"Publishers are ready to feed and support these new uses, within a balanced framework based on negotiated authorisation and payment commensurate with the value their content helps to create," APIG insists.
The alliance says Google introduced these new AI-generated summaries without its consent, which it argues amounts to a breach of the 2022 agreement.
In France, Google reached agreements in 2022 with 450 press publishers on "neighbouring rights" under copyright law, which allow newspapers, magazines and news agencies to be paid when their content is used by tech giants.
The Competition Authority had already fined Google 250 million euros (290 million dollars) in 2024 for failing to comply with certain provisions of that agreement.
Media revenues in free fall
Many media groups have seen their income shrink over the past two decades as advertising has moved online, a space where tech companies capture a large share of the profits.
Critics argue that AI summaries make matters worse by driving down web traffic to news articles, with many users no longer clicking through to the original source of the information.
Google, for its part, says these tools allow users to ask more complex questions and discover new content, while insisting it offers publishers ways to control how their material is handled.
The EU announced in December 2025 that it was opening an investigation to determine whether Google has broken competition rules by using content posted online by media and other publishers to train and deliver AI services without paying appropriate compensation.
